Mission

The mission of CANAR is to serve as an avenue for collaboration and cooperation between Administrators of rehabilitation projects serving Native American persons with disabilities, to increase and enhance the quality of services, resulting in positive outcomes for Native American persons with disabilities.
Purpose
CANAR will advance and improve rehabilitation services by:

    * Providing a forum to enable administrators of Native American rehabilitation and to study, deliberate, and act upon matters affecting rehabilitation with the ultimate goal of expanding quality rehabilitation services to Native American persons with disabilities.
    * Providing a resource for the formulation and expression of collective points of view of administrators for Native American rehabilitation on issues affecting rehabilitation on reservations, trust territories, Alaskan Native villages, and across the country and to disseminate these views to service providers, related facilities, companies, and concerned citizens.
    * Providing a means of communication with related organizations and governmental bodies on matters related to rehabilitation service provision, education and research.
    * Conducting and supporting research demonstration which leads to an improvement of rehabilitation services for Native Americans with disabilities on reservations, trust territories, Alaskan Native villages, and across the country.
    * Promoting and maintaining service outcomes that develop a professional identity for practitioners in rehabilitation whose career goals are rehabilitation service provision, education, and administration to Native Americans with disabilities.
    * Conducting and supporting efforts to increase the number of Native American practitioners in Vocational Rehabilitation.

History
The Creation Story

After the passage of the Rehabilitation Act Amendment of 1992, considerable actions were taken to enhance cultural competence in rehabilitation service delivery, increase outreach and services to persons with disabilities from diverse populations, and develop recruitment strategies of persons from diverse backgrounds to work in areas of rehabilitation. The Amendments required the Rehabilitation Services Administration (RSA), office of Special Education and Rehabilitative Services with the U.S. Department of Education, to develop a national strategic plan, known as the Rehabilitation Cultural Diversity Initiative (RCDI), that would implement priority training on issues of cultural diversity to all programs funded under the Rehabilitation Act.

Between 1992 - 1993, Several RCDI meetings were coordinated by the Region VIII Rehabilitation Continuing Education Program (RCEP) to address the current service delivery system within Section 121 funded American Indian Vocational Rehabilitation Services Projects. Issues and concerns were expressed in regards to initiating and improving tribally appropriate vocational rehabilitation (VR) service provision on reservations nationwide, as State VR services and administrative plans often conflicted with tribal norms, eventually leading to high rates of unsuccessful closures among Native American clients. As a result, on January 22, 1993, the Consortia of Administrators for Native American Rehabilitation (CANAR) was established, which functions as a national platform for advocating the needs for effective rehabilitation service delivery for American Indians and Alaska Natives with disabilities. The CANAR serves as the official voice of Native American rehabilitation programs, which provide VR services to American Indians and Alaska Natives with disabilities who reside on or near Federal or State reservations, Alaska Native villages, rancheros, and pueblos. CANAR addresses the concerns, abilities, capabilities, and informed choice of American Indian and Alaska Native consumers, so that they may prepare for and engage in gainful employment, including self-employment, telecommuting and business ownership.

After the CANAR met it's first five-year initiative (1993 - 1998), their administrative offices relocated from Region VIII RCEP at the University of Northern Colorado to the American Indian Rehabilitation Research and Training Center (AIRRTC) located at the Institute for Human Development, an Arizona University Affiliated Program at Northern Arizona University. The CANAR continues to form collaborative working relationships with AIRRTC, state rehabilitation agencies, Regional RCEPs, tribal health and social service programs, Capacity Building Projects, and federal service agencies, such as the U.S. Department of Education and U.S. Department of Labor.

Legislation

The CANAR Legislative Committee developed a set of eleven resolutions for consideration by those who are responsible for re-authorization of the Rehabilitation Act of 1973, as amended. The resolutions were designed to promote the continuing growth of culturally responsive rehabilitation services for American Indians and Alaska Natives with disabilities. The resolutions were edited and finalized with input from CANAR members at the CANAR Annual Conference in Seattle, Washington on December 11, 2001 and named, "The CANAR 11."

Membership Information
CANAR ANNUAL MEMBERSHIP MEETING

Members of the CANAR consist of individuals who are associated with state or tribal vocational rehabilitation programs, university rehabilitation programs, regional rehabilitation, continuing education programs, and other organizations interested with improving the rehabilitative status of American Indians and Alaska Natives with disabilities.

Membership fees are due for renewal October 1st of each year. Every member shall be provided with a copy of the CANAR By-Laws.
Benefits of CANAR membership include:

    * Subscription to the CANAR Newsletter and invitation to submit articles on Native American rehabilitation issues for publication.
    * American Indian rehabilitation service projects are invited for inclusion into the CANAR Monograph, as published every-other year.
    * Early press release announcements on upcoming CANAR conferences, workshops, and other training opportunities.
    * Training and technical assistance activities for career and program development.
    * Updates on the most current legislative and policy information affecting American Indian vocational rehabilitation service projects and American Indians / Alaska Natives with disabilities.

Membership Types

There are five types of CANAR memberships. These include Institutional, Individual, Associate, Student, and Consumer or Family Member categories. All members must support the mission statement of the CANAR and its constituencies. Memberships are described below:

   1. Institutional Membership:
      There are two types of Institutional Memberships: (1) Institutions with less than five members receive one voting privilege, and (2) Institutions with five or more members receive two voting privileges.
   2. Individual Membership:
      An individual whose organization meets the criteria for institutional memberships, but the institution or agency of which he/she is a member is not an institutional member of CANAR, may apply for an Individual Membership (non-voting status).
   3. Associate Membership:
      Associate Membership in the CANAR is open to any person interested in rehabilitation to Native American persons or whose primary work is in this area. These individuals may apply with approval from the membership committee. Memberships in the category shall not be attained through individual or institutional membership as specified above (non-voting status).
   4. Student Membership:
      Full-time students are eligible for membership similar to associate standing. The students program coordinator or advisor shall recommend students for membership. These individuals must be registered as full-time students in rehabilitation training, research or education programs, and their immediate and primary career goal is in vocational rehabilitation. These persons may apply with approval from the membership committee (non-voting status).
   5. Consumer or Family Member Membership:
      Consumers or a family member of a consumer are eligil ble for membership in the CANAR. These individuals may apply with approval from the membership committee (non-voting status).
