Norm, etal, The only way we are going to be able to avoid the 11th hour notification fiasco is to get reauthorization of the Rehab Act with the recommended CANAR inclusions. We need to "educate" our legislators of the unfair impacts of the current competitive refunding process. While that probably won't hasten reauthorization at least we can hopefully enlist legislative support for when it does come to the vote.
